After a vessel is released from service and considered for recycling, she must not trigger risks to human health, safety, and the environment. Green ship recycling reduces the amount of waste and also keeps the waste materials from shipbreaking away from the beaches in order to guard the environment and avoid any harmful impact.


NAVNAUTIK, offers technical assistance and advisory services to ship owners in choosing the suitable recycling yard for their ships - yards that meet expected standards of safety for their work force, practice environmentally sound recycling processes and are geographically best suited for the ship being recycled to reach. We offer on-site monitoring on behalf of the ship owner regarding the progress of recycling, from arrival of the ship until completion of recycling, to ensure safety, environmental and health procedures as required by regulations and as laid down in the Ship Recycling Plan are closely followed at site.

A ship recycling plan should include a Safety & Health Plan, an Environmental Compliance Plan and an Operational Plan. NAVNAUTIK can ably manage the whole procedure of the recycling of the ship, from the port exportation until the deliverance of the “Statement of Completion” in full compliance with applicable regulations.

THE STEPS TOWARDS SUSTAINABLE SHIP RECYCLING:


Step 1 – Contract for ship recycling.


NAVNAUTIK assists the ship owners for preparing contract document with the recycling facility. In addition to compliance as per the IMO Hong Kong Convention and /or the EU Ship Recycling Regulation and its guidelines, the Inventory of Hazardous Materials (IHM), Ship Recycling Facility Plan (SRFP), Ship Recycling Plan (SRP), Statement of Completion (SoC) and class survey statement (Independent Regulatory Review Commission –IRRC) are other documents that can be prepared by NAVNAUTIK. Moreover, a Ship Recycling Facility (SRF) monitoring program needs to be established for enhanced compliance and responsiveness.

 

Step 2 – Inventory of Hazardous Materials (IHM) preparation.


The IHM needs to be ship-specific & should be prepared by a qualified HazMat expert. We are CLASS authorized service providers of IHM solutions. Our HazMat experts offer one stop solution right from identification, preparation of IHM to certification of IHM.

 

Step 3 – Ship Recycling Plan (SRP) development.

The SRP is developed according to MEPC.196 (62) and subject to a specific SRF, reflecting the specific Inventory of Hazardous Materials (IHM) and providing licensed disposal and recycling solutions for all materials listed in the IHM.

Step 4 – Ship Recycling Plan (SRP) approval process.

The SRP requires Competent Authority (Recycling State) approval, explicit approval shall be with written notice of result and tacit approval shall specify the end date of a 14-day review period. An expert assessment of the SRP is facilitated by NAVNAUTIK until the regulations are fully applicable.

Step 5 – Approved Ship Recycling Plan (SRP).

SRF forwards the approved SRP to the shipowner. The SRP will contain the final version of the Inventory of Hazardous Materials (IHM) as prepared by NAVNAUTIK.

 

 

 

Step 6 – Final survey by class.


The final survey is conducted before the recycling activity starts. The survey guidelines as per MEPC.222 [64] are to be followed. After the successful survey, an IRRC can be issued. The documents to be submitted for the survey include the IHM (Parts I, II and III), the approved SRP and a copy of a valid SRF Document of Authorization of Ship Recycling (DASR).

Step 7 – Report and start of ship recycling.


The SRF launches the start of the ship recycling with the submission of the IRRC to the Competent Authority. The process will be monitored by NAVNAUTIK’s site monitoring team on the behalf of the shipowner.

 

 

 

Step 8 – Statement of Completion (SoC).


After completion, the SRF issues a Statement of Completion (SoC) together with a report on accidents affecting human health and the environment, if any, and reports this to its client, on-site monitoring team and the Competent Authority. All involved stake holders receive a copy of the SoC.
